Under Colorado regulation 5 CCR 1003-5, Section 4.9, every public or semi-public pool in the state — HOAs, condos, hotels, resorts, rec centers, fitness clubs, and apartment complexes — must have a current Certified Pool Operator on staff or under contract. The PHTA CPO is the most widely accepted credential under this rule.
The owner or operator of each public pool or semi-public pool shall have on staff or under contract for each facility a current Certified Pool Operator (CPO), an Aquatic Facility Operator (AFO), or an NSPI Tech I or other approved certification program.

Any facility operating a public or semi-public pool: HOAs and condo associations, hotels and resorts (big across the Rockies), apartment complexes, rec centers, fitness clubs, municipal pools, and property management companies. The CPO can be either on-staff or under contract — so pool service companies can cover multiple facilities, but at least one current CPO must be tied to each pool.
The self-paced online course typically takes 6–8 hours. Many students complete the course and exam in the same day. The live Zoom review and exam session is approximately 5 hours.
